Painting
Before painting think about these 3 things:
- Does it need to look good?
- Does it need to last long?
- Are you bothered about having to keep retouching it to keep it maintained?
Answering these will help you decide which panels and which coating is best for you. For example; if you need a fine finish then factory sanded panels are your answer.
Or, if you opt for un-sanded panels but still need great results, take a wire brush to it and remove loose wafers and resin deposits. From here, add a coat of primer and top coating with a spirit base (as directed by the manufacturers of course). JOSB done.
Alternatively if it doesn't matter how it looks, you can go for water-based products. These will give you a slight swelling of the surface wafers and streaking and outlining of the chip within the board: Remember, we can't guarantee other manufacturer's product claims so whatever product you put on your OSB, do a small test before you cover the whole thing.

Either way, always follow the manufacturer's guidelines.
